I find using lists helps. And as someone said above, unfollow liberally. I check Twitter periodically throughout the day and accept that some things will inevitably get lost. Some days are more flood-like than others.

Unfollow liberally. If someone is noise, just unfollow.

Or if you want to occasionally check in on people, relegate them to a list (lists don’t show up in your main timeline and you don’t have to follow someone to put them on a list).
