Just restarted Visual Studio... no other changes were made to my system since the last time i started Visual Studio. And all of a sudden, i got this:

Microsoft doesn't get nearly enough credit for their revolutionary security practices... great job guys, thanks for keeping us all safe ;)

The key here is the line at the bottom that says “This program has already been blocked or unblocked for a different network location”

Basically the Windows Firewall knows its been dealt with before, but something happened with the network stack to make it think it was a different network. Since its a domain network it was probably caused by a change in network topology (I’ve seen it happen just because an IP changes) or because the network got a case of amnesia and forgot the network long enough to result in this prompt.

Another theory is the Windows Firewall team has a sense of humor and does this to get the conspiracy types excited about apps phoning home.

no matter what the real reason is, something like this always comes across as a bug :)
